Jubail Industrial City was designated by the Saudi government in 1975 and is run by the Royal Commission for Jubail and Yanbu. It covers about 1,016 square kilometres on the Gulf coast, roughly 96 km from Dammam. Within that area sit refining, petrochemicals, steel, fertiliser, a very large power-and-water complex and desalination plants, so a single contractor can move from a unit shutdown to a cooling-water job to a pipe-rack extension in the same month.
The best-known downstream names are joint ventures with the national oil company. SATORP, Aramco's refinery partnership with TotalEnergies, is located at Jubail and was raised from 400,000 to 460,000 barrels of crude a day. Sadara, a joint venture between Aramco and Dow, produces more than three million tonnes a year of plastics and chemicals in Jubail Industrial City II. TotalEnergies and Aramco have also announced Amiral, an $11 billion petrochemical complex that will be integrated with the SATORP refinery, so construction and commissioning labour is still being recruited. SABIC and its affiliates are the other long-standing operators in the city.
Jubail has two seaports, the King Fahd Industrial Port and the Jubail Commercial Port, which move petrochemicals, refined products, sulphur and fertiliser out and bulk raw materials in. Marine and terminal staff there deal with tanker loading and berth work rather than platforms, and their certificate mix often looks more like a plant worker's than an offshore crew member's.
Sour crude and gas, hot work, confined space entry and isolation are everyday words on a Jubail site, so H2S and permit-to-work knowledge come up first. The helicopter-and-sea-survival courses matter for people posted to Gulf platforms from time to time, or moving from plant jobs to offshore ones. Your employer and the facility owner decide which certificate applies.
