Labour-supply contractors' fire watchers
Each hot-work permit names a watch for the work area, and the contractor who supplies the gang is expected to field one who knows the role.
Reliance's Jamnagar complex is a refining and petrochemical site with a reported capacity of about 1.24 million barrels a day, split between a domestic-area refinery and one in the special economic zone. What matters for fire watchers is how its maintenance is organised. In 2015 a trade report described the shutdown of one of the four crude distillation units for about ten days, with the other three and the main secondary units kept running. In 2023 another report listed a crude unit, a delayed coker and an off-gas cracker in the SEZ refinery to be halted for around four weeks from late September, a fluid catalytic cracker in the other refinery for seven weeks from mid-September, and parts of the polypropylene and glycol plants until the end of October.
Look at that pattern from the viewpoint of a hot-work permit. A unit that has just come out of service is being cut, welded and ground while the unit next door still holds hydrocarbons. The permit sets out what must be cleared, tested and watched, and the person assigned to watch has to see sparks and slag fall, notice a smouldering spot, use an extinguisher and raise the alarm. In a shutdown of several weeks, dozens of such permits can be open at the same time, so labour-supply contractors need many trained watchers, quickly, for a short period.
The second large site is Nayara Energy's refinery at Vadinar, in neighbouring Devbhumi Dwarka district. A trade-press headline in March 2026 reported a planned shutdown of about 35 days for the plant. We could only see the headline, and Nayara has not, to our knowledge, published unit-level detail, so treat that as a sign of how long a window can run rather than a schedule. Contractors who work both coasts of the Gulf of Kutch move crews between sites, and a certificate that one supervisor can show on each gate saves arguments.
On rules, we are careful. We found no readable Indian text that fixes how long a watch must continue after the work stops, so we quote no number. Published guidance abroad ranges from thirty minutes to an hour or more. At a refinery, the work permit and the owner's procedure set the time, and the owner decides who may act as a watch. Our certificate shows that a person has been trained in the role. It is an iMost certificate and not an acceptance by any plant.
About 1.24 million barrels a day across a domestic-area refinery and an SEZ refinery; unit shutdowns are run in stages.
One crude unit out for about ten days in 2015 while three ran on; several SEZ units out for about four weeks and a cracker for seven in 2023.
A March 2026 trade headline reported a planned maintenance shutdown of about 35 days.
Wikipedia lists a daily direct flight to Mumbai and three a week to Hyderabad and Bengaluru, from an airfield inside an air force enclave.
Each hot-work permit names a watch for the work area, and the contractor who supplies the gang is expected to field one who knows the role.
A helper can be the person assigned to watch while the welder works, so the helper needs the training that the welder's permit assumes.
Scaffold boards, tarpaulins and rope catch sparks. Someone on the gang has to know when to call stop.
They brief the watch and sign for the permit, so they should know what a trained watch can and cannot do.
They check the watch and the work area on behalf of the owner and need the same vocabulary.
Fire watch is the narrow course: one role, one task, one day. It teaches how to watch a hot-work area, use the nearest extinguisher and raise the alarm. If your people will fight fires beyond the first minutes, Basic Fire Fighting is the wider course. If they only need extinguisher practice, the fire extinguisher course is shorter. Supervisors who write or receive the permits learn more from the permit to work course. Because Jamnagar to Kochi is a long trip, the sensible plan for a contractor is usually to pair fire watch with one of these on consecutive days, so one journey produces two certificates for each person.
The crew will tackle larger fires and needs fire-ground skills, not only watching.
Staff only need to choose and use the right extinguisher for a small fire.
Your people issue, receive or close the hot-work permits that call for the watch.
The day mixes classroom teaching with demonstrations, scenarios and hands-on extinguisher practice, and finishes with a written test, a practical demonstration and oral questions.
The responsibilities of the watch and why the job exists. On a turnaround that means knowing that you stay put and stay alert, whatever the crew does around you.
The fire triangle, combustion, classes of fire and matching extinguishing methods. Oily rags, hoses, insulation and gas each burn differently.
Spotting hazards before the first spark and carrying out a fire risk assessment of the work area, including what sits below and beyond a platform or walkway.
Inspecting and using extinguishers, hose reels and fire blankets, and checking that the right one is within reach.
Fire emergency plans and evacuation procedures, so the watch knows whom to call and which way to move people.
An overview of fire safety laws, codes and standards, as a background for reading your own permit and site procedure.
Hands-on extinguisher use and firefighting exercises, so the first attempt at putting out a small fire is not on a live job.
The usual buyer is a contractor with a shutdown contract and a start date. The question they put to us is how many people they can have certificated before mobilisation, and how to prove it to the client's gate.
| Course | Requirement note |
|---|---|
| Fire Watch Training | May be requested of the person assigned to a hot-work permit. It is an iMost certificate, so check that the plant owner accepts it. |
| Permit to Work PTW System Training | Pairs with fire watch for supervisors who sign or receive permits. |
| Basic Fire Fighting Training | For crews who also need to respond to a fire beyond the first minutes. |
Operators and clients set their own requirements; confirm with your contract or HSE department.
There is no direct flight from Jamnagar to Kochi that we could find, so the usual journey is a daily direct to Mumbai and then a flight to Cochin, about seven hours door to door. The campus is on Vypin island, about 40 km from Cochin airport.
Wikipedia lists a daily direct flight from Jamnagar to Mumbai. Mumbai to Cochin takes about two hours. Check the airline for current times, and leave a long gap for the connection.
The same listing shows three flights a week to each. They are fewer, so check the days against your dates.
A timetable site lists it leaving Jamnagar at 09:16 and reaching Ernakulam Junction at 02:50 two days later, about 42 hours. It suits only someone with days to spare, and the running days need confirming.
List who will be assigned to watch, and the date your site mobilisation starts. Add a week of slack.
A second course on the next day makes the journey worthwhile. Ask our team which combinations are open.

Jamnagar to Mumbai to Cochin, then a cab to Vypin. Do not plan a same-day connection back on the evening of the course.
Wear clothes you can move in, carry photo ID, and tell the instructor about any medical condition. Keep copies of the certificate for the site gate.
Fly back the next morning or after the course if your connections allow.
