Vadodara sits at the centre of Gujarat's process-industry belt. Indian Oil's Gujarat Refinery at Koyali, about 10 km north of the city, is a 13.7 million tonne a year refinery and petrochemical complex. Plants like this run on planned shutdowns, when hundreds of contract workers arrive for a few weeks of maintenance. Every one of them needs a hot-work permit, a fire watcher at the job, and people on site who can give first aid. That is why First Aid and Fire Watch lead the search figures from this region.
Further west, Reliance's refinery at Motikhavdi near Jamnagar began operating in 1999, and the Dahej coast to the south hosts Petronet LNG's import terminal, which started at 5 million tonnes a year and has since been expanded to 17.5 million, along with ONGC's OPaL petrochemical complex built around an ethane cracker. Handling LNG, ethane and aromatics keeps HAZMAT awareness and permit-to-work discipline on every contractor's list.
The offshore connection is real but indirect. ONGC's Hazira gas processing complex near Surat was built to receive gas and condensate from the Mumbai High field, and ONGC has also awarded Gujarat Pipavav Port a five-year contract from October 2025 to host its offshore supply base serving the Tapti and Kutch fields. Offshore and Gulf roles are a smaller slice of Gujarat demand, but people who move into them need T-BOSIET and often Basic H2S.
The coast adds its own work. Alang in Bhavnagar district is a ship recycling yard on the Gulf of Khambhat, and Kandla and Mundra are among the busiest cargo ports in Gujarat, with Kandla reporting 160 million tonnes in 2025-26. Yard workers, port safety officers and marine contractors in these places buy fire, first aid, confined-space and hazardous-material courses rather than offshore inductions.
