A one-day iMost certificate for Dubai hot-work and shutdown teams

Fire Watch Training in Kochi for Dubai Construction and Hot-Work Crews

In Dubai, the person standing beside a welder with an extinguisher is usually doing it on top of another job, and the permit may not say how long they should stay. This one-day course teaches the watch as a role of its own: what to look for, what to do in the first minute, and when to raise the alarm. It is an iMost certificate rather than an OPITO one, and the fee is quoted on request.

What Dubai's rules say about hot work, and what they leave to the permit

Hot work in Dubai is governed less by one rulebook than by the permit on the day. Dubai Development Authority Circular 333, issued on 20 October 2019 under the UAE Fire and Life Safety Code of Practice, makes the building owner, consultant and contractor responsible for fire safety during construction, modification, alteration and demolition, and says ignition sources such as hot work and electrical installation works must be carried out through a work permit procedure. The circular is from a free-zone authority, so check which authority covers your site, but it shows the principle clearly: no permit, no spark.

None of the Dubai documents we could read gives a single number of minutes for the watch, and we did not find a published Dubai Civil Defence rule that names one, so we do not quote one. The neighbours are more specific. The Abu Dhabi code of practice for hot work, version 4.1 of 2026, requires a specific hot work permit outside designated areas, combustibles cleared within 10 metres, and a continuous fire watch during the work and for at least an hour afterwards. Sharjah's published code of practice for hot work lists the provision of a fire watcher among the controls without setting a time. International benchmarks differ again: OSHA's rule says at least half an hour, while NFPA 51B's fact sheet says at least 60 minutes and a 35 foot (11 metre) clearance radius. This is why the course teaches you to read the permit, not to memorise a number.

The work that creates demand is concentrated and large. Drydocks World, a Dubai World subsidiary next to Port Rashid and Dubai Maritime City, has repaired more than 6,000 vessels since 1994, according to Wikipedia, and ship repair is full of cutting and welding beside coatings and cabling. Jebel Ali Port has 67 berths and has operated since 1979. Dubai's new passenger terminal at Al Maktoum International Airport, announced on 28 April 2024 at AED 128 billion, is planned for 260 million passengers a year with 400 gates and five parallel runways. Wherever steel is cut, ground or welded near other trades, someone is meant to be watching.

Jebel Ali Port

67 berths and open since 26 February 1979, an industrial and marine hub south-west of the city.

Dubai roles that are assigned the watch

Fire watchers on welding and cutting crews

The permit names a person to stay at the work area, and that person must be free to watch.

Ship repair and yard workers

Hull compartments, tanks and engine rooms are tight, with coatings and cables close to the work.

Shutdown labour at industrial and utility plants

Maintenance windows put many trades in the same unit at once, each with its own hot work permit.

Fit-out and mechanical, electrical and plumbing contractors

Cutting, brazing and grinding in finished or part-finished buildings put hot work next to combustible materials.

Safety supervisors and permit receivers

They assign the watch and brief it, so they need to know what a trained watch can and cannot do.

Contractors who rotate to Abu Dhabi projects

Abu Dhabi's code of practice spells out the watch, so the same crew may meet a stricter rule across the emirate border.

Fire watch, or one of the wider fire and permit courses

Fire watch is one role on one task: stay with the work, stop a small fire, and raise the alarm. If you need extinguisher skills for general staff, Basic Fire Fighting is wider; if your job is evacuation and headcounts, Fire Warden is the closer fit; and if you sign or close permits, Permit to Work teaches that side of the same process. The three duration figures above show why the permit decides: your site may follow a half hour, an hour or something else, and the course does not override it. Ask your HSE adviser what the permit says and who your client expects to see on the watch.

Basic Fire Fighting Training →

Your staff need general extinguisher skills but nobody is being posted as a fire watcher.

Fire Warden Training →

Your task is evacuation and headcounts in a building or tower.

Permit to Work PTW System Training →

You issue, receive or close the hot work permits that call for a watch.

The one-day programme, applied to a Dubai site

Teaching is interactive classroom work with practical demonstrations, case studies and scenario exercises. Assessment uses a written test, a demonstration and oral questioning, and successful delegates receive an iMost certificate. The course is not an OPITO programme.

  1. 01

Role and responsibilities of the fire watch

Why a dedicated watch matters and what it means to stay in position until the permit is closed.

  2. 02

    Fire science and firefighting tactics

The fire triangle, types of fire and extinguishing methods, applied to coatings, insulation and cable trays.

  3. 03

    Fire prevention and risk assessment

Spotting hazards around the work area and carrying out a fire risk assessment before the first spark.

  4. 04

    Fire safety equipment

Inspecting and using extinguishers, hose reels and fire blankets.

  5. 05

    Emergency procedures

Fire emergency plans and evacuation, so the watch knows when to stop fighting and start alerting.

  6. 06

    Legal compliance and practical training

An overview of fire safety laws, codes and standards, with hands-on extinguisher exercises.

For Dubai contractors, yards and shutdown planners

Hot work is bought in bursts: a dry-docking, a plant shutdown, a fit-out handover. Contractors need several trained watchers at once, which suits a one-day course and a group booking. Because the same crew may work in more than one emirate, it helps to train to the strictest rule you are likely to meet.
