iMost certificate course for permit issuers and receivers in Dubai

Permit to Work (PTW) System Training for Dubai Supervisors and Permit Issuers

A permit protects people only when the person who signs it and the person who accepts it both understand what the paper promises. This half-day course is written for supervisors, authorised persons and permit receivers at Jebel Ali plants, marine yards and utility sites. It is an iMost certificate course, not an OPITO one, and it fits easily into a trip to Kochi.

Where Dubai's permit systems meet real work

The Jebel Ali Free Zone had more than 9,500 companies in 2022, according to the Dubai Media Office, in manufacturing, logistics, trading and more. That density matters for permits. A hot work permit in one unit has to account for the unit next door, and a contractor moving between tenants meets a different permit form at each gate.

The marine yards work to a stricter, written rule. A 2016 Trakhees EHS circular for Dubai Maritime City says the Performing Authority signing a ship repair Safe Work Permit must be an EHS-approved ship repair supervisor from an approved company, that gas-free certificates come from approved survey companies, and that a valid copy of the permit stays on board during repairs. A 2023 circular describes online applications for ship repair, tanker berth and diving permits. Our course does not replace any of those approvals; it gives the people holding them the common grounding behind them.

Land-side contractors have written reminders too. Dubai Development Authority Circular 667, dated 19 May 2026, reminds contractors that hot works and temporary electrical works must run under approved permit procedures as part of the UAE Fire and Life Safety Code of Practice. Dubai Municipality's confined space guideline, version 3 of 2024, applies to every establishment in the emirate with such work and cites Local Order 61 of 1991.

Jebel Ali Free Zone

More than 9,500 companies in 2022, so many tenants and contractors share boundaries, services and permit habits.

Dubai Maritime City yards

Ship repair Safe Work Permits and gas-free certificates are set by Trakhees EHS and approved companies.

Jebel Ali power and desalination complex

DEWA's generation and water stations at Jebel Ali are the kind of site where electrical isolation and confined space permits are routine.

Who in Dubai should take the Permit to Work course

Permit issuers and authorised persons

Site engineers and senior supervisors who sign off hot work, isolation or confined space permits need to know exactly what checks the signature certifies.

Permit receivers and performing authorities

Contractor foremen who accept a permit take on duties for the crew, the work limits and the handback when the job ends.

Shutdown and maintenance planners

Planning a turnaround at a plant or a yard means scheduling permits in sequence so jobs do not clash.

HSE officers who audit permits

An auditor must tell a properly completed permit from one that was merely filled in.

Facilities managers in free-zone warehouses

They often control subcontractors working on roofs, racking and electrical panels who need clear permit rules.

Permit to Work, or a more specific iMost course

Choose this course when the weak point is the permit system itself: who asks, who issues, what is checked and when the permit ends. If the weakness is a single technique, a narrower course may serve better. It is a half-day iMost course with a written test, a demonstration and oral questions, and the certificate lasts 2 years. Our course outline aligns with IS 17893:2023, OSHA and ISO 45001, but the certificate is not a UAE regulator approval.

Lockout-Tagout LOTO Training →

Pick it when the problem is isolating and locking off energy sources before maintenance.

Fire Watch Training →

Pick it for the person who stands watch during hot work and must know what to do if sparks start a fire.

Risk Assessment Training →

Pick it when the hazard assessment feeding the permit is the weak link.

Five PTW modules, tied to Dubai worksites

Classroom sessions use case studies and scenario exercises, and you are assessed through a written test, a demonstration and oral questioning.

  1. 01

Introduction to the Permit to Work System

The purpose of a permit and its key components. On a shared free-zone site this means understanding why one tenant's permit never covers another tenant's neighbouring work.

  2. 02

    Roles and Responsibilities

Who requests, issues, receives and closes. In a yard with owners, ship repairers and sub-contractors present, the role names change but the duties do not.

  3. 03

    Types of Permits

Hot work, confined space entry, electrical isolation and general work permits, each with its own checks, such as gas testing before entry or isolation proving before panel work.

  4. 04

    The Permit-to-Work Process

Requesting and issuing, hazard control measures, how long a permit remains valid and the paperwork trail, including shift handovers.

  5. 05

    Compliance and Best Practice

Legal requirements, audits and reviews and case studies of PTW failures, so you can check your own site's forms against good practice.

For Dubai contractors, yards and facilities teams

Training managers here are mostly contractors in the free zones, marine repair companies, utility service providers and facilities management firms. The permit rules that matter come from your site owner and regulator, so use the course to build understanding and not as a substitute for local approvals.

Planning a group booking

  • Corporate accounts, created at portal.imostacademy.in/register, give team logins, rate-card pricing and group bookings, with invoices and statements to follow.
  • Because the course is half a day, a supervisor team can attend on arrival day or the day before a flight home; our team can say how it fits the batch calendar.
  • The portal tracks certificate expiry, so a renewal at 2 years is easy to diarise. Fees are in INR; purchase orders are accepted and credit terms follow assessment.

A short trip to Kochi for a half-day course

The flight from Dubai (DXB) to Cochin International Airport (COK) is direct and lasts around four hours, and the campus is a further 40 km or so away on Vypin island. That distance means a half-day course is worth the trip mainly when paired with another course or home leave.

Dubai (DXB) to Kochi (COK)

Several airlines operate nonstop and times change with the season. Remember that Indian clocks run 1 hour 30 minutes ahead of the UAE.

Airport transfer to Njarakkal

Airport to campus is a road transfer over the Goshree bridges; prepaid taxis and app cabs both work.

Plan your visit from Dubai

Planning around home leave

For a half-day course, plan two nights in Kochi at most: arrive the evening before and fly back after the session. Combining it with a longer course or a family visit makes the flight worthwhile.

Visa and entry

No visa is needed for India on an Indian passport. Other passports typically need an e-Visa or regular visa, and what is available depends on nationality, so read the official portal before booking.

Costs and payment

The fee is set per person in Indian rupees and normally paid by international transfer. Agree the amount and payment reference with our team before sending anything.

Planning a half-day PTW course from Dubai

  1. 1

Decide whether to travel for it

The flight is longer than the course, so it makes best sense for people already coming to Kerala or sending a group. Ask your employer about options in the UAE as well.

  2. 2

    Pair it with another course

A supervisor who also needs a survival or H2S course can take both in one trip; our team can say how a half-day session sits alongside a three-day one.

  3. 3

    Brief your team on return

A certificate holder is well placed to run a short toolbox talk, and the 2-year validity gives you a date for the next refresher.

It is an iMost certificate, not issued or approved by any UAE authority, and it does not authorise you to sign permits in a regulated setting such as ship repair. Ask your employer or client whether it satisfies their training requirement.
