Construction and commissioning supervisors
They request permits for hydro-tests, tie-ins and equipment checks, often in an area where another contractor is working.
QatarEnergy publishes an older edition of its HSE regulations for contractors (document QP-REG-S-001, Revision 3, dated 25 June 2009) on its contractor tender pages. Section 5.2 says a permit-to-work system operates in all restricted and unrestricted areas, and that the contractor must make sure its supervisors and employees are fully conversant with it. It adds that a permit is to be obtained for every job of a routine or non-routine nature, and lists excavation, hot work, confined space entry, use of radioactive substances, electrical work, hydro-testing, scaffolding and work on towers and masts. The current standard is CORP-HSE-STD-080, so read your own contract to see which edition and which clauses apply.
Three other passages in that edition are worth knowing at Ras Laffan. Section 4.8 lists permit-to-work workshop and computer-based training among the HSE courses a contractor may provide. Section 4.23 says contractor personnel who work offshore must attend a mandatory computer-based PTW training run by QatarEnergy at the appropriate level. And Section 5.18 asks that a confined space be tested for oxygen, lower explosive limit and hydrogen sulphide in that order, with a trained standby person outside and a rescue plan in place. An iMost half-day does not stand in for any of this. It gives people the grounding that makes the site's own training easier to follow.
Why it matters now is the amount of work happening beside live plant. Industry reporting on North Field East describes four LNG trains of 8 million tonnes a year each at Ras Laffan, a peak construction workforce above 45,000, and a first train targeted for the first half of 2027. Every hydro-test, tie-in, hot-work job and scaffold on a site like that has its own permit and its own start and finish. When construction crews, commissioning teams and operating-plant staff share an industrial city, the permit board is where their jobs meet. We found no public turnaround schedule for the existing plants, so we make no claim about shutdown dates.
A permit receiver who has the vocabulary and the logic of the cycle will move through site approval faster than one who meets it cold. Whether your client accepts an iMost certificate beyond background knowledge is for the client to say, so ask before you plan a group trip.
Permit required for every routine or non-routine job, including excavation, hot work, confined space, electrical work, hydro-testing and scaffolding.
Test oxygen, lower explosive limit and hydrogen sulphide in that order, with a standby person, communication and a rescue plan.

They request permits for hydro-tests, tie-ins and equipment checks, often in an area where another contractor is working.
The regulations treat scaffold erection and dismantling as permitted work, so the people who build it should understand the cycle.
Hot work needs its own permit and a gas-free check before and during the job.
The entry permit, the gas readings and the standby role fit together, and each person must know what the others are responsible for.
Electrical work needs a permit from the asset holder, and the regulations say the equipment must be proved dead before work starts.
They check that work matches its permit, risk assessment and method statement, and write up the gaps.
Permit to Work explains the system that holds the other safeguards together: who asks for a permit, what the controls are, how long it lasts and how it is closed. Pick lockout/tagout if your day-to-day task is controlling energy at a machine or circuit, fire watch if you supervise hot work, and Basic H2S (OPITO 9014) if you will enter areas where hydrogen sulphide is a hazard. Many Ras Laffan contractors choose PTW first because it frames the rest, and they add one of the others on the same trip. Take the course that matches your job and the wording in your contract.
Your task is isolating machinery or circuits and holding that isolation with locks and tags.
You supervise hot work and must watch for sparks, fire spread and gas.
You will work in areas where hydrogen sulphide may be present, including confined space entries.
You write the job hazard analysis or method statement that sits behind the permit.
Delivery is classroom teaching with demonstrations, case studies and scenario exercises. Assessment is a written test, a demonstration and oral questions, and the course outline follows international practice including IS 17893:2023, OSHA and ISO 45001.
Why permits exist, what they contain and how hazard identification feeds them. On a site with many contractors, this is the language your crew shares with the next one.
Who requests, issues, receives and closes a permit and how they hand over. The contractor regulations ask for supervisors who are fully conversant with the system, so this is the module to read twice.
Four families: hot work, confined space entry, electrical isolation and general work. They are the categories that match the categories that dominate hydro-test, tie-in and shutdown work.
Requesting and issuing, putting controls in place, and permit validity and paperwork. You trace a job from application to closure, including what happens when the work stops overnight.
Legal and contract duties, audits and reviews, and real cases where permits failed. It shows how small gaps, such as a missed gas test or a hurried handover, add up.
Contractors working for QatarEnergy or its subsidiaries need competent supervisors and a record that shows it. Buying decisions usually sit with the contractor's HSE manager or training coordinator, who wants a single trip to cover supervisors, planners and inspectors for a work package.
| Course | Requirement note |
|---|---|
| Permit to Work PTW System Training | Useful for supervisors, receivers, planners and inspectors. Confirm in writing whether your client treats it as background or as a requirement. |
| Lockout-Tagout LOTO Training | A companion where isolation is part of the job. |
| Fire Watch Training | For crews that support hot work and need a watch trained in what to look for. |
| Basic H2S Training | The regulations list H2S and breathing apparatus as mandatory training. Ask your site whether OPITO 9014 meets its wording. |
Operators and clients set their own requirements; confirm with your contract or HSE department.
Drive south to Doha, fly from Hamad International Airport (DOH) to Cochin International Airport (COK), then take a short road transfer to the campus on Vypin island. The airport is about 40 km from the campus, and Ernakulam Junction is about 15 km away over the Goshree bridges.
The industrial city lies roughly an hour north of Doha on the road. If your flight leaves early, sleep in Doha the night before.
Route listings show a direct flight of about four and a half hours. Carriers and timetables change with the season.
Pre-book a taxi to Puthuval Road, Njarakkal, Ernakulam District. Allow an hour or a little more over the bridges.
A half-day course takes little from a break, so it can ride on top of a family visit.
An Indian passport does not need a visa for India. Holders of other passports should look at the e-Visa categories on the government portal, where eligibility for a short course depends on nationality. Check your residence permit and exit rules with your employer before you book.
The fee is ₹10,000 per person. Ask our team how to pay from Qatar before you transfer anything, and keep the receipt for your company's records.
Find out from your supervisor or client contact whether your role needs a site approval on top of general PTW knowledge.
Pair it with Basic H2S, lockout/tagout or fire watch if you want a longer stay to count. Ask our team which pairings match current batches.

Drive to Doha, fly to Kochi and rest near the campus.
Classroom teaching, demonstrations and scenario work, then the written test, demonstration and oral questions. Bring photo ID and comfortable clothing.
Send the certificate to your HSE office and set a reminder before the two-year mark.
