Permit to Work for Oman's refineries, plants and industrial estates

Permit to Work (PTW) system training for Muscat and Oman site teams

Most of Oman's energy and industrial work happens on land: refineries near Muscat and Sohar, LNG trains at Qalhat, methanol and ammonia plants at Salalah, and the factories of Rusayl. On those sites, nothing hazardous starts without a signed permit. Our PTW course takes half a day in Kochi, costs ₹10,000 and gives you an iMost certificate valid for 2 years, so it fits comfortably inside a short break in Kerala.

Why permit-to-work competence matters at Oman's onshore sites

Offshore survival courses tend to get the attention in oil and gas training, but a large share of Oman's workforce in this sector never leaves land. They run shutdowns, hot-work crews and isolations in plants. The document that connects planners, operators and contractors on those sites is the permit, and the people who issue, receive and close permits are the ones this course is for.

Shutdown work is where permits multiply. Orpic's Mina Al Fahal refinery, near Muscat, entered a planned turnaround of 45 days in October 2017, and the company described it as undertaken every four years. The Sohar refinery was shut down for roughly two months from February 2016 so that new units could be integrated, and it now has a rated capacity of 198,000 barrels a day after its improvement programme. During such periods contractors from several companies work in the same units at the same time, and each task needs its own permit and isolation.

Oman also has process industry in places other than the big refineries. Oman LNG's plant at Qalhat near Sur has three liquefaction trains with a combined nameplate capacity of 10.4 million tonnes a year. In the south, the Salalah Free Zone sits beside Port of Salalah, with a dedicated 4.5 km pipeline to the port's liquid terminal, and houses methanol and ammonia plants. Nearer Muscat, Rusayl Industrial City reported more than 19,000 workers and 488 investment contracts in the first half of 2024. Different industries, but the same question for a supervisor: who is allowed to authorise this job, and what must be true before work starts?

A word on what this course is and is not. Operators and large contractors in Oman run their own permit systems, with their own forms, colour codes and authorisation tests. Our course teaches the principles behind any permit-to-work system and the roles in it. It does not authorise you to issue permits on a site whose system you have not been assessed on. Treat it as the grounding that makes site-specific assessment easier, and confirm with your client whether they accept it.

Mina Al Fahal refinery, near Muscat

Orpic shut it for a planned 45-day turnaround in October 2017, a job it said is done every four years.

Sohar refinery

OQ lists its capacity at 198,000 barrels a day after the improvement programme; an earlier turnaround ran about two months in 2016.

Oman LNG, Qalhat near Sur

Three liquefaction trains with a nameplate capacity of about 10.4 million tonnes a year.

Rusayl Industrial City

Industrial estate near Muscat reporting 19,854 workers and 488 investment contracts in the first half of 2024.

Salalah Free Zone

Next to Port of Salalah, with OQ methanol and ammonia plants and a 4.5 km pipeline to the port's liquid terminal.

Who in Oman's plants and contractors takes PTW training

Permit issuers, area authorities and operations supervisors

The person who authorises work has to judge hazards, isolations and simultaneous operations, and sign for them.

Permit receivers and contractor supervisors

They accept the permit on behalf of a crew, brief the workers on its conditions and close it out at the end of the job.

Shutdown and turnaround planners

Planners schedule dozens of jobs against permits and isolations, so they need to know which permit types go with which tasks.

HSE officers and site safety coordinators

Safety officers audit permit quality, stop work when conditions change and investigate when a permit is breached.

Electricians, mechanical technicians and fire watchers

They carry out the work or stand watch over it, and need to understand why a permit lists the controls it does.

PTW or a related course: picking for an Oman site role

Permit to Work is the right course when your role is to request, issue, receive, supervise or audit permits. It deals with the system itself. If your role is to isolate energy sources on a specific machine, the Lockout/Tagout course is the closer fit. If you are mostly watching hot work, a Fire Watch course covers that duty. If you investigate permit breaches or near misses afterwards, Incident Investigation is the follow-on. Roles that also go offshore or onto vessels need the OPITO survival induction as well; the courses above are iMost certificates, not OPITO ones.

Lockout-Tagout LOTO Training →

Your job is to isolate and tag equipment, rather than to issue or receive the permit that covers it.

Fire Watch Training →

You are posted as a fire watch during hot work and need the specific duties of that role.

Incident Investigation Training →

You investigate near misses and incidents, including those where a permit was not followed.

Tropical Basic Offshore Safety Induction and Emergency Training (T-BOSIET) →

Your role also takes you offshore or onto a marine vessel, where the OPITO induction is the requirement.

What the half-day PTW course covers, set against Oman site work

Five modules delivered as interactive classroom training with practical demonstrations, case studies and scenario exercises. The course page states alignment with IS 17893:2023, OSHA and ISO 45001, and assessment is a written test, a demonstration and oral questioning.

  1. 01

Introduction to the Permit to Work System

Why permits exist and their key components, with hazard identification. For a contractor new to a refinery, this is the first step towards understanding why a job cannot start on a verbal go-ahead.

  2. 02

    Roles and Responsibilities

Who is responsible for what in the permit chain, and how communication and coordination work between the people who request, issue, carry out and close the work. Useful at shutdowns where several contractors share an area.

  3. 03

    Types of Permits

Hot work, confined space entry, electrical isolation and general work permits. These are the permit types most often encountered during refinery turnarounds and LNG or methanol plant maintenance.

  4. 04

    The Permit-to-Work Process

Requesting and issuing permits, implementing hazard controls and keeping permit validity and documentation correct from start to close-out.

  5. 05

    Compliance and Best Practices

Legal requirements, PTW audits and reviews, and case studies of PTW failures. In Oman, the workplace health and safety rules sit in the Labour Law and Ministry of Labour decisions, and the audit module helps you see how your site's system measures against them.

For HSE and training managers at Oman operators and contractors

Contractors on refinery, LNG and industrial-estate sites often need to bring many people through the same permit competency in a short window, especially before a planned shutdown. A half-day course booked as a group is easier to fit into a crew's leave pattern than a multi-day one.

Standards that shape training in Oman

Labour Law (Royal Decree 35/2003) and Ministerial Decision 286/2008Together they form the main legal basis for workplace health and safety in Oman. The 2008 decision covers matters such as personal protective equipment, first aid and occupational disease.
Operator and client permit systemsOperators set their own permit forms and competency tests. Ask your client for its current permit-to-work standard before choosing training.
ISO 45001, OSHA and IS 17893:2023The standards our PTW course says it aligns with. They are reference points for the course, not a statement that any operator in Oman accepts it.

What employers commonly ask for

CourseRequirement note
Permit to Work PTW System TrainingOperators with strict permit systems commonly expect issuers, receivers and supervisors to be trained. This is an iMost certificate; confirm with your client that it is accepted.
Fire Watch TrainingHot-work crews and shutdown contractors often need a trained fire watch.
Basic H2S TrainingMany oil and gas sites ask for H2S awareness before access; this is OPITO 9014, valid for 2 years.
Incident Investigation TrainingUseful for HSE staff who investigate permit breaches and near misses on contractor worksites.

Planning a group booking

  • Register at https://portal.imostacademy.in/register to get team logins, contract rate-card pricing after approval and group bookings.
  • For Omani entities we quote in INR and payment is by international transfer. Confirm the currency and payment method with our team before raising a purchase order.
  • Send each delegate's name, role (issuer, receiver, planner, supervisor) and leave window, and we will propose batch dates. Mixed-role groups are fine.
  • The portal stores certificates and expiry dates; a 2-year PTW certificate can lapse in the middle of a long shutdown, so track it.
  • Non-Indian delegates need to check which Indian visa applies before flights are booked.

Operators and clients set their own requirements; confirm with your contract or HSE department.

Getting from Muscat to the Kochi campus for a half-day course

A half-day course needs very little time on the ground, so most people from Oman fly in, do the course and use the rest of their leave in Kerala. The campus is at Njarakkal on Vypin island, roughly 35 to 45 km from Cochin International Airport.

Muscat (MCT) to Kochi (COK)

Direct flights are listed with Oman Air, Air India Express and IndiGo, taking about 3 h 40 min to 3 h 50 min. Frequencies vary by season, so check the current timetable. Kochi is 1 h 30 min ahead of Oman, which affects your first-morning start.

From Sohar, Salalah or Sur

Most people from outside the capital travel to Muscat by road or a domestic flight and fly on from there. Plan the connection so you arrive in Kochi the day before the course.

Cochin airport to the campus

A pre-booked taxi is the simplest option, and takes one to one and a half hours depending on traffic. The address is Door 1/32, Puthuval Road, Njarakkal, Kochi 682503.

Plan your visit from Muscat

Planning around home leave

A half-day course is easy to add to a home leave or a family trip. Plan arrival the day before and keep a spare day in case the batch date moves; the rest of the break stays free.

Visa and entry

Indian passport holders do not need a visa for India. Other nationalities working in Oman should check the Indian e-Visa category on the official portal, indianvisaonline.gov.in, or ask the Indian Embassy in Muscat, and should avoid agents who charge for e-Visa services.

Costs and payment

Fees are in Indian rupees, per person. Confirm the currency and payment method with our team before you pay from Oman. Employers can ask for an invoice and keep the transfer receipt for their records.

A three-day plan around leave from Oman

  1. 1

Ask your client or HSE department what they accept

Many operators run an internal permit authorisation. Ask whether a general PTW course is accepted for the role, or whether it is groundwork for the site's own assessment.

  2. 2

    Pick dates with our team

Batches run regularly. Message +91 8075 787307 on WhatsApp or write to info@imostacademy.in with your leave dates and role.

  3. 3

Day 1: fly Muscat to Kochi

Take a direct flight and go to your accommodation. Keep photo ID in your cabin bag; you need it on the day.

  4. 4

    Day 2: the half-day course

Classroom sessions, demonstrations and scenario exercises, with a written test, a practical demonstration and oral questions at the end. Bring comfortable clothing and any medication you need to declare.

  5. 5

Day 3 onwards: your leave, or onward travel

The rest of the day is free. Many delegates travel on to family in Kerala or combine the course with Basic H2S or First Aid on the same trip; ask for a combined schedule.

Questions from Muscat

Will my Oman employer or operator accept a PTW certificate from Kochi?⌄

That depends on the employer. Operators and large contractors in Oman usually run their own permit systems and may require their own assessment before you can issue or receive permits. Our certificate is an iMost certificate, not an OPITO one, so ask your client in writing whether a general PTW course is accepted for your role.
