Authorised Persons and permit issuers
They sign the permit, verify isolations and decide the controls, so they need the principles and the limits behind them.
Permit to work is not a numbered mechanism in Abu Dhabi's occupational safety framework; it sits in the codes of practice. Code of Practice 21.0, Permit to Work Systems, version 4.0, took effect on 15 July 2024 and is listed by the Abu Dhabi Public Health Centre under the framework now called ADOSH-SF. It names four roles: the Permit Control Manager, who is ultimately responsible for the system; the Authorised Person, also called the permit issuer; the Permit Holder; and the Work Party. The code says each role must be independent and allocated to named people in writing, and that the Permit Holder and the Authorised Person cannot be the same person.
The same code limits a permit to one work activity and to 12 hours or one working shift, whichever is less, with extensions allowed only through revalidation and approval by the issuer. Its table of hazardous activities groups work into hot work, confined space, weather extremes and cold work, with examples such as excavation, working at height, electrical work, scaffolding and pressure testing. Isolation certificates cannot stand alone and must accompany a covering permit, following the code on lock-out and tag-out. In an emergency all permits are suspended and revalidated or reissued before work resumes, and records are kept for at least one year. A confined spaces technical guideline from the same framework puts it simply: a permit is an extension of the safe system of work, not a replacement for it.
Hot work has its own code, version 4.1, published in 2026. It requires a specific hot work permit outside designated areas, combustibles cleared within 10 metres, a continuous fire watch during the work and for at least an hour afterwards, and flammable gas below 5 per cent of the lower explosive limit in hazardous areas. These are details a permit receiver should be able to check on the day.
Sites where this applies are not only oil and gas. KEZAD, the Khalifa Industrial Zone Abu Dhabi, covers 550 square kilometres next to Khalifa Port, with 12 economic zones and more than 2,300 businesses; aluminium, steel and polyolefin producers are among its anchors. Musaffah, an industrial area about 20 km south-east of the city centre, has its own port. Ruwais is about 240 km west. Wherever a contractor works beside live plant, the permit is what keeps one crew's job separate from the next.
Permit to Work Systems, version 4.0, effective 15 July 2024: four independent roles and a 12-hour or one-shift limit.
Version 4.1: 10 metre clearance and a fire watch for at least an hour after the work.
The isolation code that permits refer to; isolations must accompany a covering permit.

They sign the permit, verify isolations and decide the controls, so they need the principles and the limits behind them.
They take the permit, brief the Work Party and are responsible for stopping when conditions change.
They need to know what a permit authorises and what it does not.
They sequence many permits in the same unit and track the revalidations.
They hand units over for work and take them back.
They audit a permit against the framework's requirements, including records kept for at least a year.
The course teaches how a permit-to-work system works and who does what in it. It does not authorise you to issue or hold permits at a particular site; that needs the facility's own assessment. The course material says it aligns with IS 17893:2023, OSHA and ISO 45001, not ADOSH-SF, so use the Abu Dhabi codes of practice as your local reference. If your day-to-day work is fire watch on hot work, that is a separate one-day role course. If you handle isolations, lock-out and tag-out is a closer fit. If you investigate when something goes wrong, Incident Investigation looks at the other side of the same process.
Your task is to stay with a hot work job and watch for fire.
You apply or verify isolations that support the permit.
You investigate near misses and permit failures after the event.
Your permits are for work on units that handle sour gas.
The programme is interactive classroom teaching with demonstrations, case studies and scenario exercises. Assessment combines a written test, a demonstration and oral questioning, and delegates receive an iMost certificate valid for two years. It is not an OPITO course.
Purpose, key components and hazard identification, the common ground behind the framework's idea of a safe system of work.
Who requests, issues, holds and works under a permit, with communication between them. Abu Dhabi's code insists on independent roles, so this module matters.
Hot work, confined space entry, electrical isolation and general work permits, which line up with the code's categories.
Requesting and issuing, hazard controls, permit validity and documentation. Compare the 12-hour or one-shift limit with your site's practice.
Legal requirements, audits and reviews, and case studies of permit failures.
Training here is bought by contractors on ADNOC-group and industrial-zone projects, by shutdown contractors and by manning agencies. The training list is normally set in the contract and the contractor's HSE plan, so an HSE manager should read the permit procedure the client expects before choosing a course.
| Course | Requirement note |
|---|---|
| Permit to Work PTW System Training | Commonly asked of supervisors and permit holders in plant and shutdown teams. It is an iMost certificate, so confirm your client accepts it. |
| Fire Watch Training | Often paired for teams doing hot work. |
| Incident Investigation Training | A natural second course for HSE officers who audit permits. |
Operators and clients set their own requirements; confirm with your contract or HSE department.
Zayed International Airport (AUH), about 30 km east of the city, has direct flights to Cochin International Airport (COK) in about four hours. The campus sits on Vypin island, about 40 km from the Kochi airport. From KEZAD, Zayed airport is about 35 km.
Etihad, Air Arabia, Air India Express and IndiGo appear on this route; times vary by season.
Zayed airport is about 35 km from KEZAD. Ruwais is about 240 km from Abu Dhabi city, so plan the night before.
A prepaid taxi or app cab takes the Goshree bridges onto Vypin island.
A half day adds one night to a trip home. People often take it at the start or end of leave, which saves a separate flight.
Indian passport holders can enter India visa-free. Holders of other passports should check the e-Visa category on the official portal before booking.
The fee is ₹10,000 per head in rupees. Ask our team how to pay from the UAE before you transfer.
Note the roles and approvals it requires, since the course does not replace them.

Fire watch or incident investigation can be placed beside a permit course, so ask for one timetable.
AUH to COK, then a taxi to the campus. India is 1 hour 30 minutes ahead of the UAE.
Classroom teaching and demonstrations, then the written test, a demonstration and oral questions.
Hand a copy to your supervisor and note the two-year date.
