Maintenance technicians at power, water and process plants
They place and remove the locks, so they are the group the code says must be trained in energy sources, devices and procedure.
Code of Practice 24.0, Lock-out / Tag-out (Isolation), version 4.1, dated 16 February 2026, applies to all employers in the Emirate of Abu Dhabi. It covers servicing and maintenance where unexpected energisation, start-up or release of stored energy could injure someone, and it says that where it conflicts with another authority's rule the employer must follow the stricter one. Normal production is outside its scope unless a worker has to bypass a guard or reach into the point of operation, and plug-in equipment under the worker's own control is excluded.
The details are the useful part. Where a device can be locked, the employer must use a lock; a tag alone is allowed only where a lock is impossible, and then the employer has to show equal safety. Locks and tags must be individually identified and used for nothing else. Tags must be printed in Arabic and English plus any other language the crew needs, and survive wet and corrosive conditions. The employer must inspect the procedure every year, using a competent person who is not one of the users, and keep a record that includes training records and a list of authorised persons. Building and construction employers must place isolation management in the pre-tender health and safety plan.
The same code is specific about people. It separates authorised, affected and other employees, asks for training records that carry an Emirates ID number and the employee's classification, and demands refresher training when jobs, equipment or control measures change or when an inspection finds weak knowledge. Training must be in a language the crew understands.
Demand for the skill comes from where Abu Dhabi keeps its energy-intensive plant. EWEC is described as the single buyer and seller of water and electricity in the emirate, with thermal plants at Shuweihat, Mirfa, Sas Al Nakhl and Taweelah. A 2.5 GW Taweelah C power project was reported in June 2026 as awarded to a TAQA-led consortium. Emirates Global Aluminium's Al Taweelah smelter added 66 reduction cells across three potlines in a 2021 expansion. Each of these sites has turnarounds in which many contractor technicians isolate equipment they have not seen before.
Lock-out / Tag-out (Isolation), 16 February 2026: locks first, Arabic and English tags, annual inspection by an independent competent person.
Power and water plants at Shuweihat, Mirfa, Sas Al Nakhl and Taweelah, in a sector with a single buyer and seller.
Emirates Global Aluminium's smelter, which added 66 reduction cells in three potlines in a 2021 expansion.
The code lists an Emirates ID number and an authorised, affected or other classification in each employee's record.
They place and remove the locks, so they are the group the code says must be trained in energy sources, devices and procedure.
They arrive at an unfamiliar unit and must accept the host's isolation scheme while adding their own lock.
Chillers, pumps, generators and lift rooms are isolated by outsourced crews who move between buildings.
They carry out or witness the annual inspection, and must recognise a poor lock point or a missing tag.
The code calls them other employees and asks that they are told never to restart what is locked or tagged.
Lock-out and tag-out is the physical control of energy at the equipment: stop it, isolate every source, release stored energy, lock, tag and prove it dead. Permit to work decides who may do the job and under which conditions, and many sites record the isolation against the permit that covers the job. If your people already isolate carefully but nobody checks the paperwork, take permit to work; if they work near live conductors and need to understand shock and arc hazards, take electrical safety awareness. Take LOTO when the question on your site is whether a machine can move or discharge while hands are inside it. The course does not authorise anyone to isolate on a particular plant; the employer's own procedure does that.
Your gap is how work is authorised, handed over and closed, not how a single machine is isolated.
Your team works around switchgear and distribution boards and needs shock and arc awareness first.
You have not yet worked out which tasks involve hazardous energy and need a method to find them.
An unexpected start-up has already happened and you must establish why the isolation failed.
The half day combines classroom teaching, instructor demonstrations and scenario exercises, assessed by a written test, a demonstration and oral questioning. The certificate is issued by iMost and is not an OPITO certificate; ask our team what expiry it shows. The course outline refers to OSHA, DGMS and the Indian Factories Act, not to ADOSH-SF, so treat it as grounding in the method and use CoP 24.0 as the local reference.
What hazardous energy is, why isolation fails and why the definition matters. Bring an isolation sheet from your own site and compare it with the code's list of procedural steps.
An overview of OSHA, DGMS and Indian Factories Act requirements. For Abu Dhabi, treat it as general grounding and check CoP 24.0 for the local wording.
Shutdown, isolation and verification in order, including release of stored energy and testing before work. The code asks for written steps on placing, removing and transferring devices.
Selecting, inspecting and maintaining devices, and the duties of authorised, affected and other employees. Local points to raise: bilingual tags, individually identified locks and who holds each key.
Initial, refresher and task-specific training, emergency handling and common violations. Compare the content with the training record your employer must keep under the code.
Maintenance contractors usually buy for a whole crew, typically ahead of a new contract or after a client audit has found weak isolation. Training is only one part of what a contractor has to show.
| Course | Requirement note |
|---|---|
| Permit to Work PTW System Training | Commonly paired for supervisors and permit issuers, so that isolation points appear on the permit. The certificate is from iMost, so check that your client accepts it. |
| Electrical Safety Awareness Training | A sensible companion for crews who work near switchgear, since the lock does not teach the electrical hazard itself. |
| Incident Investigation Training | Useful for HSE staff who follow up lapses in isolation and must show the corrective actions in the records. |
Operators and clients set their own requirements; confirm with your contract or HSE department.
Direct flights connect Zayed International Airport (AUH) with Cochin International Airport (COK) in about four hours. From the airport the campus on Vypin island is about 40 km by road, crossing the Goshree bridges.
Etihad, Air Arabia, Air India Express and IndiGo all appear in listings for AUH to COK. Timetables vary by season, so confirm with the airline when you book.
Zayed airport is roughly 35 km from KEZAD, so a crew coming off site should allow for the transfer and for check-in.
A prepaid taxi or app cab covers the last leg, about an hour in traffic. Share a vehicle if the whole crew arrives together.
A half-day course adds one night to a trip home. Many technicians place it on the first or last day of a visit to Kerala, which saves a separate flight. India is 1 hour 30 minutes ahead of the UAE.
No visa is needed to enter India if you hold an Indian passport. Holders of other passports should check which e-Visa category fits their nationality on the official portal before they buy flights.
The fee of ₹10,000 is per person. Ask our team how to pay from the UAE before you transfer, and keep the receipt for your company's records.
Choose a window between shutdowns or contract changes. Ask our team on +91 8075 787307 or info@imostacademy.in which batch falls nearest.
Ask each technician to bring a sheet or a photograph of a lock point from a job they know; discussion works best on real equipment.
Take the direct flight, report in the morning and sit the written test, demonstration and oral questions at the end of the session.
A half day leaves room for Permit to Work or Electrical Safety Awareness on the same trip, subject to batch dates.
Have delegates walk colleagues through the sequence at one real panel, and update your isolation sheets and bilingual tags to match.
