Oman's upstream sector is mostly onshore. Petroleum Development Oman (PDO), headquartered in Muscat, operates a concession of about 90,000 square kilometres, roughly a third of the country's land area, with thousands of active wells. It is owned 60 per cent by the Government of Oman, with Shell, TotalEnergies and Partex as shareholders. Its crude is loaded onto tankers at the Mina al Fahal marine terminal near Muscat. For most of the people PDO and its contractors employ, the safety training that matters day to day is permit to work, isolation, confined space, fire and first aid rather than helicopter transfers.
Offshore activity exists but is small and should not be overstated. The Bukha and West Bukha platforms in Block 8 off the Musandam peninsula, in the far north of the country, were the country's first offshore producing concession, and gas from them goes to the Musandam Gas Plant. Further out, Eni is the operator of the deepwater Block 52, where the first deepwater well in Oman's history was drilled in water of roughly 880 metres. Crew on drillships, supply vessels and platforms in these areas are the people for whom T-BOSIET or BOSIET is a normal requirement.
Ports and industrial zones create a third group of trainees. Sohar, on the Batinah coast about 210 km from Muscat by road, is an industrial port that is home to an aluminium smelter. Duqm, about 550 km south of Muscat, combines a commercial port with a dry dock and a refinery project that is a joint venture involving Oman Oil Company and Kuwait Petroleum International. Salalah is a major container transshipment port in the south. Marine crew, riggers, welders and shutdown contractors at these sites are often asked for fire fighting, first aid, H2S awareness and permit to work.
