Yards and wind towers are coming; check what each job really asks for
Three projects explain the new interest in offshore certificates at Thoothukudi. First, Cochin Shipyard has paid ₹280 crore for about 127 acres at V.O. Chidambaranar Port, made up of 110.14 acres of land and 17.29 acres of waterfront. A report dated September 2026 says the facility will handle shipbuilding, ship repair and offshore fabrication, with land handed over in three phases that run to December 2027. Second, a separate greenfield shipbuilding cluster is being developed by NSHIP-TN, a 50:50 joint venture of the port and SIPCOT, and an agreement for a large yard was signed in April 2026. Reports differ on its capacity, so we do not quote one. Third, the port is building a single offshore wind turbine of 6.25 MW, described as India's first offshore wind prototype, about 1.65 km from the southern breakwater of the inner harbour, at a seabed depth of roughly 9.7 m.
Now the honest part. A yard worker welding a hull block or a fitter on a quay does not need a helicopter escape certificate. T-BOSIET is for people who will be taken offshore, and in these projects that mostly means the later stages: hook-up and commissioning of a fabricated module, work on support vessels, or a posting with a contractor that serves offshore clients. The wind prototype is a different case again. Its contract requires the contractor to supply vessels and lifting equipment, and to operate and maintain the turbine for two years, but wind-farm clients commonly set training standards of their own, so ask the contractor what it expects before you buy anything.
That is why timing matters more than eagerness. T-BOSIET lasts four years from the course date, and the yard land is being handed over in phases through 2027. A candidate who buys the certificate long before any mobilisation may spend a good part of its validity waiting. Buy when you have an offer, a shortlist or a clear target employer, and keep your seafarer or trade papers in order meanwhile.
Candidates who already work offshore in some capacity have a simpler case. For marine crew heading to support vessels on Indian waters, and for contractors' staff who may be mobilised on warm-water assets, T-BOSIET is the tropical version, which many operators in those regions ask for. The client's contract has the last word.
