Tirunelveli is an education and administration city rather than an energy one. Its 2011 census population was 473,637, and the Tirunelveli and Palayamkottai area holds Manonmaniam Sundaranar University, the Government College of Engineering and the Tirunelveli Medical College. Private engineering colleges and polytechnics in the district add to the output. Mechanical, electrical and electronics diploma holders and graduates from these colleges are the people for whom an offshore support role or a Gulf maintenance contract is a realistic next step after a first job in Chennai or Bengaluru.
Industry close to home gives a different kind of safety experience from offshore work, and it helps to be clear about the difference. Kudankulam, on the district's coast, has two operating 1,000 MW units run by NPCIL and four more in the project stage. The district also sits in the same wind-turbine belt as Thoothukudi and Kanyakumari, and has an industrial estate dating from 1959, an IT park at Gangaikondan about 20 km north and a special economic zone at Nanguneri. Technicians in these places are trained in plant safety, work at height and permit systems. None of that is an offshore survival certificate, and staying employed at a local plant does not require one.
The port at Thoothukudi is about 50 km from Tirunelveli by road, and seafarers and fishing crews from the coast are covered on our Thoothukudi page. What this page adds is the inland side: candidates who have never been to sea, whose route to an offshore vessel or platform runs through a trade qualification instead.
The Gulf is the other pull. A survey by the Centre for Development Studies, commissioned by the state's Non Resident Tamils Welfare Board, put the Gulf's share at about half of the state's emigrants, around 1.1 million people. Electricians, fitters, welders, pipe fabricators and maintenance technicians from the southern districts fill many of those jobs, and a Gulf oil and gas contractor often adds an induction certificate to the offer. The contractor's own rules decide which one, so ask for it in writing before you book.
